There are good conditions for investment in the district of Kupiškis. In particular there are expellant opportunities to develop agriculture, and human services.
The Kupiškis lagoon is a beautiful 719 hectare water reservoir. The Municipality is looking for private capital to invest in entertainment development (camping).
The district is in a very convenient geographical position. The district is crossed by the rail line that runs from Šiauliai to Daugpilis. in addition, there is the Via Baltic motorway (Helsinki-Tallinn-Riga-Kaunas-Warsaw) which passes through Panevėžys 50 km west of Kupiškis.

There are 8 common enterprise companies in Kupiškis with foreign bases. The general foreign capital has almost 19 mln. litas or 99,96 % in all authorized capital.
In 1995 the American joint stock company „Ochoco Lumber” was established in Kupiškis. This is a very large, successful lumber processing plant. Its authorized capital is 18,2 million litas (100 % of foreign capital).
The other foreign enterprises are:
- joint stock company „Joris Farms” (Great Britain, 100 % foreign capital),
- joint stock company „Nissens Farms” (Denmark, 100 % foreign capital),
- joint stock company „Deltalita” (Latvia, 100 % foreign capital).
Lithuania – Estonia’s joint stock company „Gimtasis pienas” (35 % foreign capital).

The dominating branches of industry are:
- word and word production,
- peat production,
- textiles fabrication.
Small farming dominates the district.

The private sector is growing, especially in the service sphere. The majority of enterprises are small where approximately 10 people work. An international load transportation is developed (joint stock company „Gilota”). A joint stock company „Durpeta” produces peat from local raw materials.
The biggest part of production is sold to Italy, France, Germany and other European countries.
89,7 % of all production is exported to other countries.
The Municipality gives tax privileges for the investors.
